What is a Vulnerability & Inclusion Assessment?

A Vulnerability and Inclusion Assessment identifies and analyses the specific vulnerabilities and inclusion challenges faced by different groups within a community or workforce — including women, children, elderly persons, persons with disabilities, scheduled castes and tribes, migrant workers, and other groups that may face heightened risk of harm or exclusion from project benefits. The assessment examines the differential impacts of a project or programme on vulnerable groups, the barriers they face in accessing benefits, participating in consultations, or using grievance mechanisms, and the specific measures needed to ensure that their rights and interests are protected and that they are included in decision-making processes.

It is a requirement of IFC Performance Standard 1 and other international E&S frameworks — and is increasingly expected by development finance institutions and impact investors as evidence that social programmes and project designs are genuinely inclusive and do not inadvertently disadvantage the most vulnerable.
