Social Impact Assessment (SIA)

What is a Social Impact Assessment (SIA)?
A Social Impact Assessment is a structured process for identifying, predicting, and evaluating the social impacts of a proposed project, programme, or policy on affected communities and stakeholders — and defining the measures needed to avoid, minimise, or mitigate significant adverse social impacts before they occur. SIA examines a wide range of potential social impacts — changes to livelihoods, access to resources, community cohesion, cultural practices, health and wellbeing, security, and the distribution of project benefits and burdens across different community groups.
It involves primary data collection through community consultation and household surveys, alongside analysis of secondary data on the social baseline conditions of affected communities. In India, Social Impact Assessment is a statutory requirement under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act for projects requiring land acquisition — and is also required by development finance institutions and impact investors as a component of environmental and social due diligence.
