DEVELOPMENT OF DISASTER MANAGEMENT PLAN

Disaster means a catastrophe, mishap, calamity or a grave occurrence in any area, arising from natural or man-made causes, or by accident or negligence which results in substantial loss of life or human suffering or damage to, or destruction of, property, or damage to, or degradation of environment, and is of such nature or magnitude as   to be beyond the coping capacity of the community of the affected area.

 EMERGENCY RESPONSE PLAN

OFFSITE:  An accident is such that its affects inside the factory are uncontrollable and it may spread outside the factory premises,


How do we prepare an Emergency Response plan for you:


HAZARD, RISK & VULNERABILITY ASSESSMENT -HRVA


HRVA is the foundation of any emergency response plan. Understanding hazards, vulnerabilities and risks help the clients to establish priorities. We need to prepare emergency plans to reflect the assessment of the relative risk of occurrence, and the potential impact, of emergencies or disasters on people and property.

HAZARD= Potentially damaging physical event

VULNERABILITY = Susceptibility of the community to the impact of the hazard, based on the physical, social, economical and environmental factors

RISK= Probability of harmful consequences or expected loss

RISK ASSESSMENT = T0 determine the nature and extent of risk

When conducting an HRVA, it is important to not only consider the hazard, but its frequency or likelihood and its consequence. Even though a hazard may be highly likely to occur, its consequences may be minimal. Similarly, a hazard event that is unlikely to occur may have severe consequences. To fully assess the consequences of a hazard event, significant consideration of the various vulnerabilities is required

The objective of undertaking a HRVA is primarily to anticipate the potential problems and possible solutions to help to save lives, protect property, assets, reduce damage and facilitate a speedy recovery.

It is worthwhile to mention that HRVA is a means towards becoming disaster resilient and is not an end in itself. HRVA is a critical part of the disaster risk reduction program and it has the potential to help the necessary authorities to prepare for emergencies.

EGSS  provides HRVA that helps  the policy makers, administrators and the community to make risk based choices to address vulnerabilities, mitigate hazards, and prepare for response to and recovery from hazard events.

Apart from the central government, the state governments, district authorities and even the local level governance institutions (like municipalities and village panchayats) can undertake hazard risk and vulnerability analysis based on their respective locations vis-à-vis hazards.


INCIDENT RESPONSE SYSTEM / INCIDENT COMMAND SYSTEM/ INCIDENT MANAGEMENT SYSTEM


Incident Response System is an Indian version of Incident Command/Management System adopted by NDMA. This system and terminologies are used worldwide to address and manage emergencies at a global level.

This System is a standardized approach to the command, control, and coordination of emergency response providing a common hierarchy within which responders from multiple agencies can be effective.

An effective mechanism for reducing ad-hoc measures in response. Aligned with International Protocols and Terminologies in managing emergency response. A composite team with various Sections to attend to all the possible response requirements. The IRS designates officers to perform various duties and get them trained in their respective roles.

It also emphasizes the need for proper documentation of various activities for better planning, accountability and analysis. This will greatly help in reducing chaos and confusion during the response phase. Everyone will know what needs to be done, who will do it and who is in command.

EGSS prepares ICS/IRS/IMS based on the national and international codes and standards like NFPA, NDMA, NBC.

This System is a standardized approach to the command, control, and coordination of emergency response providing a common hierarchy within which responders from multiple agencies can be effective. We determine and define the teams and their members, respective roles and responsibilities and equipment required to perform their duties.

All IRS teams come together to manage emergency response effectively benefitting the international level coordination during the time of emergencies. A perfect example can be seen of Covid-19 pandemic, when India gave and took help to/from different nations.


RAPID TASK FORCE FOR EMERGENCY RESPONSE


A team of skilled manpower with expertise in managing emergencies on the site. Rapid task force is a part of Incident command system.

We set up a Rapid task Force for our clients to fight against all type of emergencies. The team is composed of sub-groups:

  • Fighters

  • Rescuers

  • Evacuators

  • First Aiders

These groups perform their respective assigned duties. Members are shuffled for different roles to keep them updated and active for all defined actions.
